(1) Dear Dr. Merrell, Dr. Mukhin, and Mr. Whitten:

Dr. Rodrigues kindly provided me with your address when I visited him on
1/15th.

He indicated his strong interest in our idea of establishing a broadband
(45 Mbps) digital satellite network among North, Central, South Americas
and the Caribbean.

This will be the emulation of the Medical Information Network by
Communication Satellite for University Satellite (MINCS-UH). This
now connects more than two dozen university hospitals around Japan
with two-way, broadband (45 Mbps) digital satellite channels for
medical diagnosis with HDTV.

Though the MINCS-UH is very useful for diagnostic quality image
transfer, it does not have TCP/IP Internet capability. We are to seek
technical expertise who can combine Internet to this MINCS-UH type
network so that it will also act as backbone trunk-line of the broadband
Internet across national boundaries.

(2) The establishment of this network is to be financed with the Global
Service Trust Fund (GSTF).

(3) Our international workshop/conference on Emerging Global Electronic
Distance Education" at the University of Tampere in Finland next summer
with the fund from the World Bank and Soros Foundation, etc., is to
brainstorm how to proceed this project.

(4) As a pilot project of this idea, we are now exploring to work on it with
SIVAM (a joint project of Brazilian and the US government with $6
Billion funds).

This contains our Global Lecture Hall (GLH)" videoconference from
Manaus, Brazil held on 10/21/98, which includes NetMeeting
videoconference via Internet from Houston Community College,
Presentations by Ukrainians with RealEncoder, etc.

(6) Dear Dr. Merrell:

The fund pledged by Soros Foundation is for telemedicine activities
during our Tampere event, e.g., to cover travel expenses of our
colleagues from Lviv Medical School and others in Ukraine and of some
delegates commended by the World Health Organization (WHO). It will
also finance following demonstrations;

(a) Telepresence with echocardiography by the people of the
Presbyterian Hospital of Columbia University in New York;

The echocardiograph signal of a volunteer patient on a tread mill
in Tampere is to be sent (with the use of TeleMedix 300
cardiography machine made by Global Telemedix) to Presbyterian via
ISDN and PictureTel. It will go through a videoconferencing
bridge so that participants around the world with similar ISDN and
videoconferencing unit can view the event. If possible, the 3D
image of the patient's heart will also be constructed and
disseminated to the participants with the use of the software
developed by EchoTech. Those images may also be distributed
through Internet with the use of web broadcasting technology.

(b) Demo on the use of web for telemedicine by Norwalk Hospital/Yale
Univ. School of Medicine

Dr. Merrell:
I once noticed on a TV program that your school developed a virtual
reality model of a human heart which can realistically respond to a
touch.

I would like to cordially invite you to demonstrate it with Norwalk
people during our Tampere event.

(7) I am leaving for Tampere on 1/18th to discuss our plan of the event with
our Finnish colleagues, visit UNESCO/Headquarters in Paris on 22nd, ITU,
ILO, WHO in Geneva on 25th and 26th, and Towards Education for All with
Multimedia (TEAM) in London on 27th, and be back NYC on 28th.

Dr. Mukhin, and Mr. Whitten:
In the first two weeks, I plan to make a trip to Washington, D.C. I
would be very happy to visit you to describe our project with Dr.
Rodrigues, if necessary.
