The digital revolution and economic globalization are taking us into a new
era. We are moving towards the global knowledge society where information,
skills and competence become the driving forces of social and economic
development. The problems associated with this transformation cannot any
longer be solved by traditional means. Effective learning requires upgraded
multimedia educational materials which can only be utilized with the broadband
Internet. This is for electronic distance learning and telemedicine in the
developing world at a cost it can afford.

In cooperation with the University of Tampere and Tampere University of
Technology in Finland, we will hold an international workshop/conference on
Emerging Global Electronic Distance Learning" on August 9 to 13, 1999, with
the funds from the World Bank and Soros Foundation, etc. Its outline can be

The purpose of this conference is to brainstorm the establishment of advanced
global broadband (45 Mbps) wireless and satellite Internet in the major
regions of the Pacific/Asia, North/South America, and Europe/Africa. This
includes the information infrastructure, contents and the institutionalization
of the Global University System. This is to be financed with the planned
Global Service Trust Fund (GSTF). Please see its brief description at

This will be the emulation of the Medical Information Network by Communication
Satellite for University Hospitals (MINCS-UH). This now connects more than
two dozen university hospitals around Japan with two-way, broadband (45 Mbps)
digital satellite channels for medical diagnosis with HDTV. Pls see its brief

This contains our Global Lecture Hall (GLH)" videoconference from
Manaus, Brazil held on 10/21/98, which includes NetMeeting
videoconference via Internet from Houston Community College,
Presentations by Ukrainians with RealEncoder, etc.

C. Copies of relevant listserve distributions.

The outcome of this conference will be the formulation of the pilot project
proposals which will be submitted to the various financing bodies in Japan,
North America, and in Europe.
